Suggestions:

#1 - did you reboot the PC.
#2 - Are you sure there's not a previous version installed, if so, uninstall first.
#3 - Are you logged in as an Administrator on the PC.
#4 - You might want to disable your AntiVirus during the installation (Not prior to the download)
#5 - Are you using an anti-spyware program? If so, disable while installing.

that should give you enough ideas to get started with.

I think you have to refresh your system. You know reformating. I had that problem with Bearshare. Manytimes you get instalation problem because of curruption and you just can reformat your system. I hope you got what I mean by reformat.
I think there's no other program for that.
I don't know about the third one.

Reformating-Data Restoring
Some computer has a back-up key for that or you would have a back-up cd for that. I always get spyware cuz I used to download free softwares and so that I need to restore my system so manytime. I put that cd in the drive, restart my computer, press f11, then cd drive then it just runs auto-matically.
