When is it morally okay to go on the offensive and start a War?

We should morally start a war if we find that aggressors from another country or countries are approaching our shores. It is morally okay for us to defend ourselves with military power when we are actually struck by another country.

If it is terrorism and we can stop them we must defend ourselves against the terrorist--not attack the country from where they came as the terrorists don't represent the whole country. Terrorism isn't really war.

To me, war is between two countries and one country strikes first so there starts the conflict. It was a sad day when American struck Iraq for no apparent reason. We have never struck a country and killed innocent citizens like that before in our history.

If the negatives associated with not going to war outweigh the negatives of the war itself. For example during WWII fighting the Germans was probably a lesser evil than allowing Nazi Germany to become a dominant international state.

When you have a dictator like Saddam Hussien that is defying UN Security council resolutions that is vehemently anti-US and has a chemical weapons stockpile he could potentially arm terrorists with.

When it involves protecting your way of life. The terrorists declared war on the west. I want to fight them in their backyward. I do not want America to become like Israel, where there are attacks on its soil on a regular basis.
