Main Question:
Any way to convert a .txt to a .doc without using a word processing program?

Secondly....

Is there and all around program thats sole purpose is to convert files may it be wav to mp3 or txt to doc or avi to mpg, etc.?

.txt can easily be converted to .doc by changing the extension...but its not giong to work the other way round.

No i dont think so.
no program is there for conversion of both documents and media.
i cant say much about the document convertors but for media conversions, TOTAL VIDEO CONVERTER works pretty well for audio and video files.

To change the txt to doc without a text editor you'll need to change the file extension, from .txt to .doc

To do that, you may need to display the 'known file extensions/types' (View>Options>(some tab)>untick radio button 'hide known filetypes') or something like that. (I'm on Mac OS, that's why I can't tell you exactly what things say.)

And to convert mp3 to wav, etc.. there are many programs, one I know if musicmatch jukebox.
I doubt there is a sole program whose purpose is to conver files from one format to another, it'd be weird and extremelly complex.
