I once read that 16 out of 100 cauc people in the USA are true blondes. Redheads (my fav) are even lower.

Most blondes do some sort of enhancement to their color. For example, I have been a blonde since I was born but my hair darkened when I got older. It is now a very dull, dark shade of blonde that is almost a light brown. I enhance it a bit to make it lighter. So, I think probably many of the women you see out there with blonde hair are actually natural blondes who have lightened the natural color. My guess would be that actual blondes out of 100 would be about 65-75 or more. Statistically unsound, but my best educated guess.
Now, does the carpet match the drapes? I say only about 1 out of 100. But that's another story...

I think it is less than 10. I don't think that it's good way to show their character by coloring their hairs. This is something outside, there is something more important inside.
