Place the job out for bids. When the individuals come around to inspect the project, demand from them a copy of their "Contractor Licence's." Then you can contact your state Contractor Board to investigate their prior work history.
Also, ask for 3 reference's, but of course they will give you only those whom would recommend them, but do ask! Because when you check on the reference's, ask them, do they know of any other work this individual has done for others?????? That is how you can work it outwards!
And the MAIN EVENT, once you decide upon a contractor, PUT EVERYTHING in writting, notrized, etc...!!!!!!

You have to cultivate your own. Find an alcoholic or drug addict who does good work. Pay him daily but pay him only enough money to make him come back every day. Essentially pay him enough to get drunk or high at the end of the day but not enough to get drunk or high for two days. More than likely the guy either lives in a shelter or mooches off of someone but you can rest assured that he isnt paying any rent wherever he stays so his cost of living is very low.
