I take this stupid person wasn't you? Or were you given a spelling test and you asked the teacher to write the questions on the board because everybody else was making such a din?
Ask yourself what you think appropriate classroom behaviour is and what is inappropriate. Then, explain your reasoning. Do you think that students should be able to interrupt the teacher at any point, or should they wait until the teacher has finished before asking for clarification?
What about time keeping? Should people be allowed into class at any time or should there be a limit, beyond which they are not allowed to attend? What should that limit be, and why?
When students are in class, should they be able to leave? If so, under which circumstance?
Dress code?
Eating and drinking in class?
That should easily give you 300 words. You should be able to think of even more rules.

The rules of conduct in the classroom
You need rules in a class room to stop misbehaviour as if you didnt have any rules nobody would learn anything.
Rules are a list of things or instructions in a place and if there are rules technically you should abide by them.
and then maybe talk about some rules like talking in class, is disrespecting the teacher. Walking about , eating , using the phone ,

I'd start with-No Mucking About! Explain why disregarding that rule got you into the position where you have to write the essay. Think of the things you or your classmates do that you really know are bad behavior, although you do them.

Just write that classrooms need rules so you can have the peace & quiet to be able to learn and because following the rules helps you to learn how to act in a work environment. We all have to follow rules and school is as good a place as any to start.

300 words is not too many!
The below website gives lots of different rules, depending upon the age of the children, as well as other things like how to design rules. And if you use all the rules, you will probably be over the limit anyway (extra credits!!!)

it will kind of depend on what grade you are in, but I would start with why they have classroom rules, why you need them, why it's in everyone's best interest for all students to follow them, and then add something that you think might better the system to get more people to follow the rules and then end it with an apology
