It must be the brand.
I would get another brand. I dont know how much the eye shadow you bought was and where you got it but get your make up at a fashion store like Macy's or a make up store like Sephora.
I notice from my friends' make up that is very cheap does not work very well and usually ends of giving infections because the the cheap ingredeints that the brand uses.

it could be the brand, does your eye shadow go into the crease of your lids..if yes, its oil that your lids produce, go to the MAC store and ask for a paint, it comes in a little black tube, you apply a spec of it on your lid, and then the eye shadow, the paint helps the shadow stay all day, get the paint in neutral so you can wear whatever color eye shadow you want. the paint cost like $13, but still a good investment!

I use Mary Kay with their eye primer and do not have problems. You might want to try putting foundation on your eyelids and then your eyeshadow.

it sounds like you might have oily skin and you may need a makeup that is specifically for your skin type or caters to different races. also, watch your habits, because you may be rubbing your face and don't know it.
