I'm not sure if this is what you're after. Our small town in Florida offers free high-speed wireless internet for everyone living within the city limits. They had it in the downtown area for a couple of years to attract more business and commerce. Just this year, they have it for residents. Its not quite as fast as cable modem, but is still reliable high speed. Its a nice perk for those of us who live here as it is a savings of around $600 per year per household.
