This is an interesting question. They mix because the alcohol functonal group is very water-like, "hydrogen bonding" between the oxygens and hydrogens.
Note that when mixing alcohols, aldehydes and ketones with water, you don't end up with the same volume you started with.
If you mix one-gallon of alcohol, etc. with one gallon of water, the volume of the mixture is less than two gallons...

This depends on how you mix it.
If you mean when you are out drinking, what happens if you have had a few beer and decide to drink a glass of water. Well, Alcohol dehydrates your body as I am sure you know. So by drinking water, your helping your body come back to its natural state and fight off the effects of a "buzz"
If you mix a glass of water and a glass of rum together. You get a drink which should have some ice. Its diluted meaning, not as strong. Most people do this to enjoy the taste of the Rum longer without getting hammered off thier face.

Are you talking alcohol content though?! Because I've often debated this myself.
Technically speaking, the alcohol level stays constant, because you can't take an alcohol percentage away...however, if you were to put a litre of alcohol with a litre of water and drink it, you wouldn't get as merry as if you mixed your litre of alcohol with 1/2 a litre of water...

You get a solution of water and alcohol.
What is interesting about mixing water and alcohol is that the sum of their volumes is LESS than the volumes separate.
In other words, if you mix 50 mL of water with 50 mL of alcohol, you get less than 100 mL of the mixture solution. The molecules of the two compounds can pack more efficiently together than separately.

Its just diluted alcohol, less concentrated
if its beer, its similar to the beer that they serve in most cheap skate clubs and bars across the country, will take longer to get drunk. but it probably costs a little less.
