Of course you could, although you would risk getting a slap. Since you are both travelling at the same speed you are in the same inertial frame of reference, so you could just as well be standing still.
You have to consider that speed is relative, so if you are moving away from a train station at the speed of light it would appear to you that the station is moving away from you at the speed of light (have you ever had the sensation that you are moving when another train passes while you are stationary in a station?).
Spraying graffiti on the train would be more problematic unless you are again travelling on the train (or at least in the same frame of reference). If the train is travelling at the speed of light away from you then your spray paint would never catch up with the train. Even if you stood so that the train was heading towards you, you wouldn't be able to see it coming.

Of course, if you are traveling at a constant speed (not accellerating) then the train, you, your urine and the victim would all be traveling at the same speed (as we all are on the planet Earth and, therefore, you would be able to anyhting you'd normally be able to do.
However, if you were standing atop of the train and you were in some sort of atmosphere, there would be atmospheric friction that would have some effect on your unrine stream (because the surrounding environment would not be moving with you as it would inside of the train) as if you had stuck your head out of a car to vomit... the stuff sprays everywhere.

This is the second time that I've answer a question like this today.
The speed of light is constant - it doesn't matter where you are nor how fast you are going. And when you pee in a train you pee you and the train are going (initially at least before bladder release) all at the same speed, so as far as your urine is concerned everything is stationary and you can pee with no splashing worries.

Actually, because you are on the train, it isw entirely possible to pee on someone in front of you.
Because the train is itself moving at the speed of light (SOL), then all mass attached to and contained within (including you) are also going at the SOL. That means, inside the train, after the acceleration ended, everything exists as it would at a standstill, because everything is going the same speed.
To urinate forward would be to stand inside the train moving at the SOL. Your urine, because it is inside of you, and you are inside the train, is already moving at SOL. By the act of urination, you are imparting further forward momentum to your urine, thus forcing it to go FASTER than SOL. The mathematics boggle the mind, however, to the urinator and the urinatee, it would be just like standing in your living room, peeing on each other!
As for the graffitti, unless the train were EXCEPTIONALLY long (measured in millions of miles) the train, moving at SOL, would pass you before you were even aware of its presence. The best idea would be to just start spraying in the area where you knew the train would pass, and wait for it to drive through the paint streams.
