I would suggest going to the U.S. Patent Office in person to patent your ideas. Don't go to those companies that will patent it for you. They will cheat you and give you the table scraps after they made a fortune off your idea.
I ther a place that does shoe repair near you. Maybe the owner and you can work something out to where he/she can make the prototype for you to submit (in person) to a shoe manufacturer.

if your looking to mass produce them for resale ... check out some garment and shoe factories in south america (mexico, brazil)

If your looking to produce some designs for your own use, go to your local shoe maker that you can trust and share the same feelings of the design, with the right skill, experiance and price someone might make it for you.
