National news means it has to do with the nation you live in. If you live in Iraq, then it would be national news. Federal has to do with the government of your own nation. Again, unless you live in Iraq, it cannot be federal news for you.

International means that it has to do with another nation other than your own. If you live in a country other than Iraq, this article would be an international news item.
