At what age should you be concerned that your child is not hitting puberty? For example is 15 very late......?

Sounds OK to me. It couldn't hurt to bring him to a doctor anyway. Better safe than sorry! Good luck!

No boys hit puberty between the ages of 11-16 so he isn't alone. Reassure him/her as making them feel weird will do more damage and could make them far more depressed than if they are simply edging towards the late side.
