vehicle speed sensor ,can it have any effect the speedometer from working causing the check engine light and the d4 light to flash codes 17 for the check engine and 14 for the d4 lights?

The VSS is the sensor that drives both the speedometer and informs the PCM how fast the car is going.
When it fails, or goes out of range it will trigger a MIL as well as cause the transmission to set a code.
It will cause the "Check Engine" light to come on, because the PCM uses its input to determine what gear to use, and how much fuel to use, and where to set the ignition timing. All of these parameters, and more are used to determine the optimum engine performance, and thus emissions. If ANY failure that can cause emissions to rise is detected, the MIL must be illuminated. That includes the VSS for both engine performance, as well as transmission control.
