I don't think he wants the interrogators to torture the instigators. And surely not while wearing a kkk mask (hood).
He wants the whole issue brought into the light. If he had them interrogated, without the public knowing about it ( which may have been happening), everybody would be up in arms (which they are). So, what should be done with these people? how about some constructive input, instead of critizing the PRESIDENT!!!!!!

I don't think Bush wants to torture innocent muslims, he wants to torture muslims in general. Innocent or otherwise, gives him something to do at Camp David when he gets bored with trying to think up different ways of starting WW3 and blaming it on someone else. Thinking is not one of his strong points.
