If I understand your question correctly, you are asking if it will charge to the old account once you put a new SIM card into the same phone? Am I correct?
If so the answer is no. It will charge to whatever account the new SIM card is under since that is where all the account info etc... is stored. It is not the cell phone itself.

In the USA I am uncertain, however in europe and south america I have this and it works fine. The carriers are different and perhaps more advance in this way. Comcel and Telefonica are who I use most often overseas.
