I work in customer service. There's 4 of us at desks. Everytime 1 of us has a customer, 1 of the 4 (same one) will come to our desk and try to take over. Is this a control thing?

Yea, I had a chick do that to me once and she didn't know I was a manager. I think you should very loudly tell them something like...Thanks frank but I have this under control...and if he still does it go to your manager and tell him its really interfering with your work.

From what little you've said here, it sure sounds like it... Unless the person is a manager or trainer or something and thinks he/she is trying to help. And even in that case, he/she might be on some sort of power trip. I think it depends on HOW he/she says things more than on WHAT he/she is saying. If it bothers you, tell him/her so as nicely as you can and see if his/her behaviour changes. If it doesn't, bring the problem to the attention of his/her boss.
