Electric green, like some emergency vehicles are these days. Easier to see than the traditional red. Could be a safety measure as the Neon is not a large car. Then add custom decor of your own choosing.

hot pink with electric blue accents. put some ground effects and a hot stereo system in it with big subwolfers. it will get attention

purple, white or red. depends on the color of the interior. purple for black. white for white. and red for other colors.
