If you have Unleashed, you have other neighborhoods you can go to where the layout is basically the same but you can put different houses down on each lot number. The numbers of the lots in each neighborhood are the same as this diagram

So neighborhood 1 and neighborhood 4 have the same numbering scheme but you can have different houses and families in each. (In Sims 2, the neighborhoods are very different, with Pleasantview, Strangetown, & Veronaville, plus many extra custom maps for mountain, valley, beach, island and desert layouts)
To go from neighborhood to neighborhood IF you have Unleashed, at the top of the screen will the be the Sims Icon and next to that is a left/right arrow with a number in the middle. I have all the Sims 1 games and there are 8 neighborhoods, not ten.
Each neighborhood can be its own experiment of how you want to design it. People made some neighborhoods be all historical, or all Japanese, or all Magic. Some people mixed all their neighborhoods with all kinds of people. Neighborhood ONE is the basic one with the original tutorial on it that also had the Infamous Bella living there. :)
To move to a different neighborhood, just pick a number and cruise over there with the left/right arrows at the top. Then build a house or install one from a download. The Sims 1 houses were specific for each lot, so a house on lot 50 could only go on a neighborhood where there was no lot 50 or it would remove the one there to put the new one down.
Lot 50 is up at the top left in the basic neighborhood for Unleashed.
If you have Making Magic, Superstar and other expansion packs -- you will see their icons next to the Create A Sim icon next to the neighborhood number.
The numbers of the lots go higher in the EPs. For example this is the lot map for Studiotown that comes with Superstar

If you have the legal game and they are installed properly, all the lots are visible on the neighborhood panel that opens when the game starts.
Sims 2 doesn't have lot numbers. It is programmed very differently and advanced so that different neighborhoods look very different. Which also means you have to have a really top notch computer to be able to play Sims 2. Most of us have to keep making upgrades. :p
