No the ball cannot be lifted into the D. The ball must be travelling on the floor when it enters the D.
The keeper can do whatever they like as long as they don't play dangerously (i.e. potentially harmful to other players).

The rules do say that the ball can be lifted into the D but only in a controlled and non dangerous manner which basically means over some-ones stick and not from 20 yards away
This is the same for the keeper, they can sweep the ball in controlled and non dangerous way but only with his stick not his hand
In reply for all the nubnuts here I can't see the word "ICE" in the description of this section just HOCKEY

As a hockey umpire I can tell you that the ball can be lifted into the D as long as it is in a controlled manner and not dangerous. As for a keeper sweeping the ball away when he is on the floor, if he/she does this with their hand a penalty stroke should be awarded. If they do it with their stick and it is safe then play should be allowed to go on.

Having done a course to become a hockey ref I was always taught that the ball cannot be lifted into the D ever.

Q1 - yes, it can be lifted into the D as long as not "dangerous" ie no player in immediate danger of getting whacked in the face/elsewhere with it
Q2 - yes, sweeper can clear the ball when he's on the ground, as long as he uses his stick....
That's my understanding of the rules anyway!
