Those are called ground effects, usually included in body kits for a car....do a search for...... body kits (your make and model)
Skirts are a slang for women, what they put around mobile homes and the shields that were used to put over the rear tires of 50's 60's cars....like the 57 ford had them.

The front has a lip, the side has skirts, and the end has a valence. They can be called ground effects, or when bought from the dealership and appearnce pakage.

Ground effects or body kits. They only look good if properly installed!!! ie: NO DUCT TAPE, and properly painted or color matched to you vehicle.
