Good and Evil co-exist eversince the evolution of mankind. Good can be quantified only when it is measured against evil. But what is evil afterall? An evil deed for one man is a holy deed for another. If so, can a simple act of empathizing do the trick of transforming a terrorist? Our governments are waging a futile battle against terrorist, in trying to decimate them. On the other hand can they adopt any ahimsa way to win over them? Can evil ever be eradicated? Or is it the designs of divinity that evil should exists in this world

Though your premise is very correct, the subsequent application is a bit non-cohesive.
See, governments have a duty to protect the innocent from forced violence by others, so only a situation can decide what is the correct choice. Ahimsa , as a concept has no universal applicability, as much as comparison of good and evil !
Instead, try to look at it this way, it is expectation from others that urges the violence ! If we learn to have no expectations, then most of the violence would resolve within.

It isn't the design of divinity that evil should exist in this world. In the creation story of Genesis, man chose to eat from the tree of knowledge of good and evil. God didn't want for them to eat of it as he did want them to eat from the tree of life. The "tree of life" is Transcendence. The dualities of Good and Evil, et al that exist in our human world are overcome by transcending them.
To "win over" the terrorists and those we call evil, our leaders must come up with a master plan that transcends previous thought that has led up to the fighting in the first place.

That good and evil exist is in our imaginations, because everyone has a different concept of the nature of good and evil. This is definately true outside the western world. Good and evil exist within, not on TV in the form of gun-rattling maniacs

Evil is necessary to define good. If the current level of what we define as evil behavior were to disappear, trivial offenses like speeding would be elevated to evil.
