Please excuse my dear Aunt Sally.

PEMDAS

Parentheses, exponentiation, multiplication and division, addition and subtraction.

That's the order to work out operations.

-3^-2-2/-2^-3-2^0

There are no parentheses, so the exponents first

(-3)^(-2) = 1/(-3)x1/(-3)=1/9
(-2)^(-3) = 1(-2)x1(-2)x1(-2) = -1/8
2^0 = 1

Every negative sign there is there because it followed a higher operator, execept the first which had no preceding operand.

Now we have (1/9)-2/(-1/8)-1 and after performing the division (there is no multiplicaton) operation, we have

(1/9)-(-16)-1 ----- since 2/(-1/8)=-16

There is no addition, but subtracting a negative is the same as adding a positive, so

(1/9)-(-16)-1 = (1/9) + 16 - 1 = 16 - 1 + (1/9) = 15 1/9
