Parts of Houston, yes. More so since the influx of people from New Orleans after Katrina.

Yes, thanks to New Orleans. New Orleans folk invaded Houston and as a result, their crime gone up 50%. Houston may get 430 murders by year's end.

there are some pretty high crime rates in some parts of houston, if thats what you mean, yes.
