use Infranview it not only makes pictures smaller or larger.
It can change files to gif or jpeg or bmp what ever you like.
It is very easy to use,it will also stop animations if you happen to like a picture with animations on it.

go to http://www.imageresizer.com/ and click on downloads.. then click run and that will install the program.. read the directions and you will learn how to resize your images.. it is very easy to do..
You can cut down the physical size of your pics, as well as the amount of kb taken up by the pics.. ie, you can cut a file that's 1mb down to below 100 kb..

use InfanView..it resizes pictures for you
