Take ESL (English as Second Language) classes.
Watch TV in English.
Try to move in an area where people from your country are not the majority, so you can be forced to speak English (for example, Chinese people stay far from Chinatown, etc... at least while you learn)
Practice, Practice, Practice.
Take classes online and focus your life around books, TV, watching news and listing to music in English.
