Generally, you are considered an alumnus (male form), an alumna (female form) or an alumni (generic or plural form) of the college that you graduate from. Although I'm sure college A will be happy to claim you as an alumni if you donate money to them.

No. I think that in order to be considered alumni, you have to have graduated from that particular college/university.

It's more a matter of what that someone thinks themselves than what anyone else thinks. Doubtless both college fundraising departments would send begging letters regularly in any case.
