The ABS, Traction Control and Airbag lights are all on. The battery light is NOT on and the only OBDII codes I pulled said bank 1 & 2 are too lean.

The last time all the lights came on + battery, it was the alternator- shop put"new" one in last month. I checked the voltage it and it seems to be charging fine...16 volts. If I bring it to 5000 rpm and back off the gas it will stall but it will hold an idle. I just drove 40 miles and it started right up again.

If the fuses for the safety restraint systems are ok, what should I do next?

The ONLY codes teh OBDII pulled were lean banks. How do I check PCM?

It seems kind of unrelated, but it isn't; gather the codes from the PCM. Most cars will store codes for other systems, even when the "Check Engine" light isn't on.
The only time that light is to come on is when the PCM detects a failure that will cause emissions to rise.
The other lights came on, so check if there are codes. It COULD be something as mundane as a fuse. If there is no power to the systems (particularly SRS), the computer knows that they cannot function, and this becomes a safety issue.
When the lights come on, the car is telling you that these systems are currently disabled.
ABS will not engage, but your brakes will work fine, just no anti-lock. Your SRS system is disable, so get it repaired. They are just warning you that you have systems inoperative.
Considering that they are all ancillary ACCESSORIES, they MAY be all served by the same circuit, therefore, look to see that they all are getting power. If they are, the next step is to see that all of the sensory grounds are intact.
Pretty simple as far as diagnostic approach is concerned, it is the mechanics of this approach that can become convoluted.
