Yes, it's no problem to wait on the arrivals level by the baggage claim area to pick up friends. But the key is not waiting too long, as parking at O'Hare right near the terminals isn't very far to walk, but it's $2 for less than one hour and $4 for less than three hours. Anything over three hours and it jumps to a minimum charge of like $50.
Best thing to do is check to make sure your friends flight is on time (or how late it's running) before you leave, as most airlines let you check as long as you know a flight number. That way you will also know what terminal they are coming into. Then, if you arrive about the same time as the plane, by the time you park and get inside, they will just be coming out from the gate to get their bags and you can get out and on the road.
There is also a special parking lot where you can wait for your friends to call you on your cell phone after they get their bags. Then just drive up to the terminal and pick them up (lower level for arrivals).

Sure and you can pay to park so that you can go into the airport. But, if you want to go to the actual terminal, know that you will need to go through all the security point checks like everyone else...

Yes, but you cannot go beyond the security check point without a boarding pass.
If you're an airline employee, you can list for a flight, print the pass from a kiosk, then go to the gate to meet your friend.

it is a whole lot easier to park at the river road CTA station and take the train into the airport, that way you get off right inside, don't have to walk as far, and dont have to pay as much for parking

i would imagine they have pay parking, and probably a shuttle to the airport. however if you're thinking of parking out front and walking in, be prepared to collect your car from an impound yard.
