Depends on how aggressive the dog is. If it's just a little yippy half-dog, half-gerbil, ignore it. If it's an aggressive rotweiller, you may want to stand your ground a little bit and face off with it (let it know that you're the "pack leader"). If it's extremely aggressive and may actually attack you, find a new street on which to jog.

When I'm on an easy run, I'll stop and pet the dog if it comes up to me. What bothers me is when I am doing a super hard workout and a dog NOT on a leash runs in front of me! I think you should just not make eye contact with them so they don't bother you.

The best thing to do is to avoid making eye contact. Animals see that as a sign of agression. I also tend to carry o/c spray(pepper spray) for the more agressive animals. Pepper spray is painful to the animals, but does no lasting damage. If the dog is non-agressive, just ignore it.
