I don't have any idea how many pets you can have in a single house in the State of Kentucky. I would suggest asking someone at City Hall where you live. They would be the proper people to contact regarding they by-laws in your county.
Where I live you are only allowed 2 pets per household.

Considering Kentucky does not even have laws governing care for animals in pet shops, I doubt that they have a household limit, though I could be wrong. Perhaps, if there is a law like that in your area, it might be a local (city/county) law, as opposed to state one.

I'm sure it doesn't matter as long as the house is not overridden and you are neglecting any of them, which is what commonly happens, especially when breeding gets out of control. Please be careful.
