i don't know but if you really want some you can buy some normal tennis balls and some white paint!

It's the same reason why you can't buy any other colors other than yellow or neon green. The standard colors are the ones that help you to spot them better thus to play better.

Responders above have it right -- it's the visibility factor. But you could try bleaching them if you really wanted white ones.

I think they only come in neon green or yellow nowadays.
