It used to be in the UK because they were imported.
It is fine to buy one from a reputable breeder, though. I know my local pet shop was advertising them recently but if you wanted to buy one you had to go through rigorous vetting to make sure you ould look after it.

Yes you can as long as they are not imported and born in the UK. A reputable supplier would be able to to tell you this and their age. Check they are healthy and have good strong clear eyes, their mouth meets together and forms a tight seal, this means they don't have mouth rot. It should also be a good pinky colour. Check there is no discharge around the back area, eyes or mouth. Shell should be whole with no chips, scratches or dents. You will then have a good healthy specimen. I would suggest being it from a reptile shop that way they will now more about them. You also know they have been looked after and fe well. Whatever you do, don't feed them iceburg lettuce. It is no good for them. Good luck follow this you will get a good healthy pet. Remember to do plenty of reading into it to look after them well. A viv is always a good idea to provide the heat and stable condidtions they need. Good luck and enjoy.

Yes, you can buy from a breeder. I have a tortoise and if anyone tells you they are easy to keep, think again. having said that you are as likely as not to get a real character. I have no regrets

Yes try visiting www.thereptileroom.co.uk , a friend owns this shop and they sell captive bred tortoises.

Yes as long as it is captive bread which it must be in order to be legally offered for sale. They are very tricky to keep however, needing careful control of temperature/humidity diet U.V light hibernation etc.I think they're very cute but too much trouble to keep in the long term.

Yes a tortoise because it is not in the same class as a WILD ANIMAL such as a coyote... a lion.. etc
