One variety of the Marsupial frog lays eggs that hatch directly into baby frogs. Also Barking frogs, which live on rocky plains: the female lays eggs in a rocky hole, the male fertilizes them and then guards them, moistening them with urine if they dry, until the froglets hatch.

The simple rule is that while all tadpoles develop into frogs, not all frogs came from tadpoles.
