If you live in California, just go to www.dmv.ca.gov. Be sure to sign up during regular business hours. The DMV web site will only allow you to apply for the driving test during regular hours. All other features work 24/7.

In Texas you can do to the DMV and acquire a book that goes over all the things you will need in order to pass the test. These days it is difficult to get a CDL without going through a formal training program.
