when I right click it just says open. not open with.

If you are working on Windows > Open the file in Paint > Click File > Save as... Name the file and select the location you want to save it. At the bottom you should have a drop down menu to change it to what you want.

Right click on the picture, select save and change the file extension to .jpg

Open the picture in Windows Picture and Fax Viewer. Then click the save icon (the little floppy disk 3 icons from the right) and change the Save as type drop down box to JPEG.

Open the pic in Paint... click on file.... save as.... and change the file type to .jpg and click save. That's it!

in MS Paint there is a option to save file as .jpg
if the file is not currupted it will always open with ms paint
