If you are working on Windows > Open the file in Paint > Click File > Save as... Name the file and select the location you want to save it. At the bottom you should have a drop down menu to change it to what you want.

Open the picture in Windows Picture and Fax Viewer. Then click the save icon (the little floppy disk 3 icons from the right) and change the Save as type drop down box to JPEG.

in MS Paint there is a option to save file as .jpg
if the file is not currupted it will always open with ms paint
