Goodwill works in more ways then Military power as that is the last resort to violence. Goodwill is helping, feeding, clothing , helping the handicap, running errands, helping people in all ways possible. Peace on Earth and Goodwill twords Men.
To use force with military power , is sometimes a Goodwill to help the people who are being forced . Only if the people are being torture, and suffering with no mercy. Then it is the Goodwill of the United Nations to step in and help.

Well no, sometimes we use friendly persuasion like dropping tracts, handing out candy bars, and providing jugs of water. But it furthers our goodwill goals to let others know upfront who's boss. Keeps order among the lower classes and riff raff, you might say. That's where our bombs, guns. flag waving and religious hysteria are utilized. If you don't like the way our Godly and advanced civilization does things, things just morph the heck back to whatever primitive planet you came from.

No, that's just the excuse that the leaders tell their people when they want to go into a war, and hope they can get re-elected later. The sad truth is that this tactic sometimes works.
