Microsoft developer's network has some web tools packages that are free and include visual basic.
There are also training videos for free also.

Do you want Visual Basic 6? Or Visual Basic .net? vb.net is the 'next generation' of Visual Basic, and you can get a free copy of vb.net Express from Microsoft! It's a really nice programming environment, and programming in .net is just like VB6, but with lots of nice things to make life easier.

http://www.microsoft.com click on developers and then download Visual Studio Express - includes VB express, visual C# express, visual c++ express and visual J++ express. Alternatively, try http://www.borland.com and download turbo visual basic.
If using the Microsoft one it is also good to download the PSDK - this allows developement of w32 and w64 applications and also internet applications.

if you got broadband you can get the Microsoft Visual Studio 6.0 Enterprise Edition - for free.
You need a bittorrent client : Azureus, bitlord etc
