No one sings it. This is present tense.
But Bobby Darin sang it originally back in the 60's, Johnny Cash and June Carter Cash also sang it back in the 60's. Notice past tense reflected here. Others have also sang it. But I do not know of anyone who currently "sings" it.

Joan Baez was among the first to record it. Bob Dylan might have done it too. It's an old English folk ballad.
