It's a given that all sentences should be complete otherwise it's not a complete sentence. What those before me have said, is that each sentence in your paragraph should speak directly to what that paragraph is about. When you write an essay you start by saying what your essay is going to talk about and then each paragraph thereafter speaks to specifics within your topic. So, if, for example, you are talking about horses, you begin your essay by telling what you intend to say about horses...your introduction will say you will talk about horses and how to groom them, what to feed them, how they should be housed and perhaps how to teach them or break them as the word goes...then each paragraph should speak to each of the things on your list...How to groom will be a paragraph and if there are sub-subjects within each topic....combing, teeth care, hoof care...you can have separate paragraphs.
Your answer then is that each sentence should speak to the topic of that paragraph.
