Low memory? These days, especially with Windoze installed, 512 MB is the low end for memory needed... Slow processor maybe? I've got a 2.4 Ghz processor and it boots up fast still...
Maybe you have a ton of startup programs that load up on boot, that will slow it down a ton.
Run a complete system check, including disk cleanup and defrag. Check out your startup folder and see just what starts up...

Make sure your windows updates are uptodate, and also your
anti-virus is updated and run a full scan of your system.
Tune up your start up files (faster loading system)
Go to Start>Run and in the Run dialog box type in 'msconfig' and hit Enter.
System Configuration Utility will pop up choose the Startup tab.
Click on that tab and you will see the list of what runs at startup.
Use this site to determine whats safe to uncheck
type in search box exactly how it appears in msconfig start up

and keep it on your favorites for future ref as when you install new software and downloads check msconfig again to make sure no more items have been added to start up.
I used to run my PC with 5 things on start up that included firewall and antivirus...
Good luck, its time consuming, but gets easier if you run things regularly.

It either needs to be cleaned by using system clean up and defragmented or you may need a bigger memory card. This is of course if your using DSL or faster speed. Dial up is always SLOW!

you have many programs on startup which loads anytime windows startup, my advice is, start windows in safe mode, click on start then Run, type "msconfig" and click ok, your system configuration utility should come up, click on the "startup" tab, and select "disable all" at the bottom right then click "ok". restart your computer when prompted. This should solve your problem. If not, reformat and reinstall your operating system.

if this is my problem you shoud think about your computer configration first , and then go to BIOS setup and cancel some boot drive from boot Sequance and cancel the Network also from the boot .
and i prefer to install operation system again .

Defrag your hard disk. This will help you. And clean all other unnecessary files. If still slow, upgrade your bios. This may be coz of viruses.
