Depends on the size of the turtle. Gators, fish, humans and birds all eat turtles.

When very small, sea turtles fall victim to mostly birds, large fish, and when hatching, land critters like racoons, coatis, skunks etc. and ghost crabs and land crabs. When large, really nothing but sharks, sw crocs and, of course, man.
FW turtles most vulnerable to birds, large fish and larger turtles when young. Not much but people when adults and, as someone else pointed out, crocodilians of various sorts and large snakes.

I think whales will eat turtles. It could be Killer whales but I'm not sure. I know they eat seals (Killer whales, that is).
