Sounds like they're not dry enough before you start using them. If you don't thoroughly dry them in the dryer and then you fold them and put them in the closet, the little bit of dampness that's in them will start getting that moldy, stale water smell. Then when you use it once to wash, I think the water probably brings out and intensifies that smell, that's why you smell it so strongly after just one use.
Try making sure your towels are really, REALLY dry before you fold them and put them away.

It could be your water system, but generally, you need to make sure that the cloth is in a place where it can dry well with good ventilation. Always leave the bathroom door open with the vent on to help get rid of the extra moisture that causes mildew (and the smell).

1. Wash it.
2. If you're not gonna wash it, then hang it up so that it airs out after you use it.
3. If it still smells after it airs out, then you have to ask yourself, what are you putting on your face that smells so much?
3a. You also have to ask yourself, can anyone else smell the stuff on your face during the day?

It's caused by mold that develops when you don't let them dry properly. It happens to towels as well, especially when you put them in the laundry hamper while they're still damp/wet.
Bleach may help, but I would use them as cleaning rags and get new ones.
Prevention is best. Make sure items are completely dry before putting them in the hamper or cupboard.

There could be several things--one could be yur clothes are not getting rinsed well in the wash and the other is they could not be getting completely dry in the dryer. Both will cause them to smell 'musty' when re-wetted. Cora

Perhaps the water in your area has some ingredients that cause it. Maybe you can get a puff for the shower and store bought cloths for your face. Sounds icky.
