offically it belongs to the goverment,, but I think you can keep it,, since any day now they are going to stop making pennies,, the cost more to make than they are worth,, but then again so are nickels,,
if it was heads up,, it's lucky if heads down,, not so much, although I have heard to never walk by money on the ground or you will be poor.

It's yours to keep forever and always.I leave pennies on the ground because I have a trick back.Imagine bending over to pick up a penny,and your back goes out.Costs a couple hundred bucks to get treated.
