There's laser hair removal and electrolysis. Waxing and nair are not permanent.
Laser is more effective on dark hair, and takes multiple sessions *and* is quite expensive.
Electrolysis is less expensive and historically proven to be very effective. However, since laser is such a hot buzzword lately, it's not as easy to find places that still do electrolysis.

other than lazer i have no idea, you could always nair if you couldnt afford that but waxing doesnt bother me at all
