He was the Vice President in 88, but was running for President. He didn't become President until Jan. 89.

a. Along with Kissinger and Nixon helped Pol Pot rise to power and oversaw the murder of 2 million Cambodians, and continued to fund Pol Pot even into the 1990's.
b. Worked with the CIA in the assassination of the democratically elected leader of Chile, Salvador Allende and the subsequent murder of 10's of thousands of Chileans.
c. Used CIA to round up the entire Guatemalan left in an overnight raid, resulting in the slaughter of 700,000 people.
d. Used Ollie North to arm Iranians, while at same time arming Saddam Hussein, incited the Iran/Iraq war resulting in millions of deaths.
e. Funded and trained family friend Osama bin Laden and helped create al Qaida.
f. Gave Saddam green light to invade Kuwait then started Persian Gulf War. Made deal with Saddam to leave Kuwait peacefully, as Iraqi troops fled he bombed them killing over 100,000 people. Told Shiites to rebel, saying they would be backed up by American troops. Then held back the troops, resulting in 200,000 more deaths. Imposed sanctions against Iraq resulting in deaths of 500,000 infants.
g. Funded/trained Noriega to take over Panama, then turned on him with an invasion costing lives of thousands of Panamanians.
h. With Kissinger oversaw genocide of 1/3 of population of East Timor - 100's of thousands dead.
