Get a lawyer immediately. If you don't, the grandmother can file for emergency temporary custody and you are screwed. If you can not afford a laywer, do a web search on "texas child custody lawyers pro-bono" Add your city name and in most communities there are several that will work on a sliding scale or free. Go pick up your children. Since you have joint custody and she cannot care for them you are the responsible party. You should speak to a lawyer first just to make sure your follow the procedures properly and then hire one to get full custody and have the child support issue dealt with in the courts. Inform Children's Protective Services and explain the situation if necessary altho you really don't want to bring them in unless you have to. If you believe there will be a problem with the inlaws then the law in her town may have to be involved and it is best if you go to them first and explain the situation.
You really need to take this matter into your own hands immediately and don't waste any more time. Just do what needs to be done and do it now. Your children are really what is at stake here.

Yes, you can get your kids. If the grandmother is not a legal guardian then she has no legal right to be keeping the kids with her. Get a lawyer to help you work through the process of getting your children and stopping the child support checks.

Don't stop paying the child support until a Judge tells you to. Talk to your lawyer about going to court for full custody in this situation.

Contact the Friend of the Court. It would seem that IF she is in jail, you can have your kids. The Granny has no right to custody.
