Seed mixed with straw, water and fertilizer. Then sprayed on the ground. The straw keeps the seeds from eroding away and the fertilizer gets it growing.

This is when seed and mulch are mixed with water and "sprayed" on the surface to be planted. Sometimes mixed with a fertilizer also.
