If you are the scared guy, you gotta 'man up' ask her. A couple of chicks are going to turn you down in life, so you can't let it bother you. There is only one thing worse than rejection, and that's not knowing if she would have gone out with you. Besides, its the best feeling in the world if she says yes.
If you are the chick waiting on this dude, ask him out. You can make it as subtle as inviting him over to watch your favorite tv show or get straight to the point and see if he wants to go to the movies, dancing or dinner with you.

Just ask him out. The wurst thing that can happen is he/she will say No. Big deal. What doesn't kill you only makes you stronger.
