I downloaded smiley central yet again, but why does it go whenever I run anti virus and spyware scans.This happens every time.

Because Smiley Central puts SPYWARE and ADWARE onto your system! If you don't know what these are then Google the words to find out.
Free emoticons and other programs such as free screensavers are offered by companies on the web as a way of getting spyware onto your system. They are trojan horses!
If you still want to retain the program, identify the files that are removed and exempt them from being deleted by your antivirus and your antispy software.

smiley central is has a spyware program if u wish to comtinue further then go to antivirus settings and change the firewall settings for this then u can get them

its beause this programme comes with spyware which bascily can monitor what you are doing on the pc and is a potential security risk this is why many spyware and virus companys detect and delete it.

It installs Mywebsearch toolbar which is spyware. It cannot exist without it. So, when your antispyware program, removes the toobar, smileycentral will be removed too.

The answer is in your question your scan is just doing its job and removing it because it is riddled with spywear
